Land Transport
Policy Objectives:
- A National Transport Policy Planning Statement to be issued by the Government within the life
of each Parliament, with complementary documents from State and Territory Governments
- Competitive neutrality between land transport use/planning
- Orientation of federal, state and local government land transport expenditure toward investments
of national significance. Key criteria for project selection should include a full and transparent
cost/benefit analysis, its intended role within a national infrastructure or services system and
an analysis against the alternative land transport infrastructure projects
- Land transport user charging and pricing determined on the basis of full cost recovery and
market forces, with any community service obligations funded from consolidated public
revenue
- Land transport to be developed and implemented within the broader context of integrated
and intelligent (utilising e-commerce) transport systems
Maritime Transport
While air transport accounts for a growing share of Australia's higher-value added exports and
is the back-bone of trade in services, maritime transport will, for the forseeable future, underpin
our place in the world.
Australia's 29 major bulk and general trading ports handle around 20,000 vessels each year,
with 21 of these ports managing approximately 90% of our international cargo task
Our economic future depends on our capacity, as a nation, to deliver a competitive and non-
discriminatory maritime transport sector
Policy Objectives:
- Promoting effective application of competition laws to the maritime transport sector, with
any exceptions or special treatment being fully transparent and subject to periodic review
- Ensuring any restrictions on access to maritime transport systems and/or services are
limited to genuine sea safety issues, with restraints being transparent and subject to objective
and periodic review
- The maritime transport industry and appropriate government agencies to take swift and
effective action again sub-standard shipping wherever it occurs
- Encouraging sustained competitive advantage for Australia in meeting the challenges posed
by increasing globilisation of international trade and its support services
- The growth and operation of a maritime transport sector driven by the effective operation of
market forces
- Contestible maritime transport services and systems based on the core principles of national
treatment, most favoured nation and non-discrimination
- Setting the appropriate role for government in maritime transport and promoting contestible
markets for maritime transport-related services through effective competition laws with
minimal, objective and transparent regulatory intervention
- Effective coverage of the international maritime transport sector by the rules based multilateral
trading system, operating under the auspices of the World Trade Organisation
Aviation Transport
The aviation sector is an integral component of an increasingly liberal and global trading system,
whose overriding purpose is to provide transport services to users in efficient, safe and market-
sensitive ways.
Contestable and efficient aviation services, both domestically and internationally, are an essential
element of Australia’s competitiveness in local and world markets.
